I got often told that Solitus is the best overall choice especially for froobie soldiers. Looking at the raw values to the left my suspection about Opifexes being actually a quite good choice just found more proof. I dunno how this changes with levels past 200, but this is outside of the scope of this document here, anyway.

General setup description

It's not easy to make 'viable' setups for a level 200 froobie soldier (or level 200 froobie characters at all), because many items are either overly expensive or need a decent raid force to obtain.

For that reason I didn't really know what you can expect a level 200 soldier to use, and tried an approach 'through the middle'. The equipment is not the dream setup, and even though partially hard to obtain, a good indication where things are heading. The other reason to decide this way is the neutral stand of my own soldier (and no, I won't give this up), which denies a number of options (like the assault rifle sleeves and a decent token board, for example).

Treatment setup: To make a decision about what QL refined implants you could use, I had to make a treatment setup first. This setup should work with all races, yes, even including our mentally somewhat disabled Atroxes. It adds 355+27 (trickledown, including ability buffs) to treatment. Together with a treatment rifle (+10) and some buffs (+200) we get +592 from that setup. With that we end up between 1230 and 1250 treatment, which allows for a couple QL 220..225 refined implants (Jobe clusters don't give different ratings with refined implants).

This setup is far from being perfect, nor did I check if every race is even able to put it on. I used Azure mostly to give an average 'add' of AR skill. There are better options, if you got the resources for this (or lets say additional options). Fact is, together with buffs and the right equipment (not available to neutrals), you can cap the attack rating cap (MBS=1200) of the Hellfury, and thus the maximal possible damage you can do with this gun.

The setup of the implants is not perfect, especially in regard to the STR, AGL and STA abilities. Interesting are the nano skills, they are not enough to cast the best buffs accessible to fr00bies without mochams / wrangle. The buff (Art of Peace) lasts 2 hours, which leaves enough time to do a mission or even two, if you don't cancel the mochams.

RangedInit ends up pretty high. Depending on what you prefer, it can be decreased in favor of more runspeed (which is 782 for Solitus in this setup, high enough for some running around). In return the setup has AddAllDef triple implanted, giving you a more defensive stand the more the agg-def-slider is moved towards def.

Running at 62.5% agg-def in the simulation; using a +6% crit scope you get like 6k damage more over the 300sec period (at full agg then). At about 9k AC the damage is decreased to the minimum, more AC won't affect the gun anymore.

The difference between the self-buffed and foreign-buffed case is roughly 3k over that period of time, means you don't need to run after a MP or trader every 3 or 2 hours.
